Federal Standards

Changes to HVAC Efficiency & Refrigerant Standards

These nationwide changes are especially impactful for Central Florida homeowners due to the warm climate and heavy reliance on air conditioning systems. Compliance with these federal standards is required for all manufacturers, distributors, and installers of HVAC systems.

Transition to Low-GWP Refrigerants (Effective January 2025)

What changed: As of January 1, 2025, the EPA prohibits manufacturing new residential and light commercial air conditioning and heat pump systems that use refrigerants with a global warming potential (GWP) above 700. R-410A, the standard refrigerant in most Florida systems installed since the mid-2000s, carries a GWP of 2,088, so newly built equipment has moved to lower-GWP alternatives like R-32 and R-454B. The complete rules are published in the EPA’s Technology Transitions restrictions by sector.

What it means for your current AC: Nothing changes for the system you already own. Existing R-410A units remain fully legal to run, maintain, and repair; there is no requirement to replace a working system; and refrigerant for servicing them remains available. Under the EPA’s 2026 revision of the rule, remaining R-410A equipment manufactured before 2025 can still be installed while supplies last. The practical impact is cost: with production phasing down 85 percent by 2036 under the American Innovation and Manufacturing (AIM) Act, R-410A service prices are expected to keep climbing, which shifts the repair-or-replace math for older units.

What it means if you’re replacing: New systems run on R-32 or R-454B, which require updated equipment and installation practices. We install and service both generations, and we’ll give you straight numbers on your AC replacement options either way.

The full timeline: For every milestone through 2036 and what each one means for your home, see our guide to the R-410A phase-out timeline for Florida homeowners.

Efficiency Standards (SEER2)

What changed: On January 1, 2023, the U.S. Department of Energy raised the minimum efficiency standards for new central air conditioners and introduced the SEER2 rating, which uses a tougher test procedure that better reflects how systems perform in real homes. The current minimums are codified in 10 CFR 430.32, the DOE’s energy conservation standards.

What it means in Florida: The DOE sets stricter minimums for the Southeast because of our long cooling season. New split-system air conditioners installed in Florida must be rated at least 14.3 SEER2 for systems under 45,000 BTU per hour (up to about 3.5 tons), or 13.8 SEER2 for larger systems. Heat pumps must meet at least 14.3 SEER2 and 7.5 HSPF2 in every region. Equipment below these minimums cannot be installed in Florida, so every system we quote meets or exceeds them.

Choosing your rating: The minimum is the floor, not the target. Higher SEER2 ratings cost more up front and save more every month in a climate that runs the AC nearly year-round. Our guide to SEER ratings for Florida homeowners breaks down where the payback lands, and if you’re weighing a heat pump against a straight-cool system, start with our Florida heat pump vs air conditioner decision guide.
